Quality Officer at RESL

We have an opening for the Quality Officer position at the Radiological and Environmental Sciences Laboratory (RESL), which is a federally-owned and operated laboratory focusing primarily on analytical radiochemistry, radiation protection, and as a reference laboratory for numerous Performance Evaluation Programs. The RESL staff consists of professional chemists, physicists (including health physicists), physical scientists and related technicians, many of whom have academic training to the doctorate level. The pay range for this job is from $56,411 to $87,893 depending on your experience.

The Quality Officer (QO) reports directly to the RESL Program Manger (PM). The QO is responsible for reviewing and updating the Quality Manual policies and procedures that support RESL in maintaining its accreditations to the International Standards Organization (ISO). The QO assures the quality of the planning, conduct and evaluation of the RESL performance test sessions. The QO conducts and reports the results of audits, assessments and surveillances of RESL programs, processes, procedures, training activities, test data and records management against quality system requirements. The QO reports deviations to Senior Technical Managers and/or the PM, and coordinates, evaluates and approves corrective actions.

Here are the knowledges, skills and abilities you will be expected to have in order to be qualified for this job:

1. The ability to obtain and maintain a quality assurance program based on international laboratory accreditation standards, such as ISO 17025 or ILAC Guide 13.
2. Knowledge of quality assurance systems and principles to implement and quality assurance program.

Hiring Process Explained

There are seven significant parts or phases to the DOE-ID hiring process:

1) The Vacancy Announcement Is Open for applications. This part usually lasts between 2 and 6 weeks.

2) Basic Qualifications: After the Vacancy Announcement is closed, we review each application for completeness and determine if the applicant has the minimum qualifications required to move to the next phase. Incomplete applications are removed from the process. This part can take from 1 to 10 working days from the time the Vacancy is closed, depending on how many applications are received.

3) Ranking Panel: A Panel of Subject Matter Experts gets together and scores/ranks each Qualified Applicant's application and Knowledges, Skills, and Abilities (KSA) documentation against the KSA's listed in the Vacancy Announcement. Based on the scores, the Applicants are listed in rank order. This part usually takes between 3 and 20 working days to complete.

4) Certificate Issued: Human Resources (that's us) then creates a Certificate of Eligibles, which identifies the top three Applicants. There are numerous rules around this part of the process but the result is that the top three Applicants are referred to the Selecting Official, who is usually the supervisor of the person selected. This part of the process usually just takes a day or two to complete.

5) Interviews: The Selecting Official then interviews the Candidates, either by phone or in person. This portion of the process can take 1 to 4 weeks to complete.

6) Selection Made and Offer Tendered: The Selecting Official makes the selection, and HR then makes an offer of employment. This portion of the process can take one to two weeks to complete.

7) Process Completed: The New Employee is On-board and all paperwork is completed, including notifications sent to all non-selected Applicants.

Who Are We?

We are the Human Resources Team at the Department of Energy's Idaho Operations Office (we call it DOE-ID) in Idaho Falls, not far from Yellowstone and the Grand Tetons. We created this blog as a place where people looking for jobs can read short blurbs about what we have open without all the bureaucratic stuff that usually goes with it, and then re-visit the site to see where we are in the process for each opening. DOE-ID is an organization of about 270 Federal Employees. We oversee the work done at the Idaho National Laboratory (INL) - (we try to use as few acronyms as possible, but we wouldn't be good bureau-geeks if we used none at all). Anyway, the INL is an exciting place to work: about 3,000 employees involved in research and development of new or better ways of creating energy; and another 3,000 employees involved with the cleanup of facilities and lands that are no longer needed for our current efforts.
